Considerations were taken into account such as:

• Consultation with distance learning consortium directors and other ESU staff
• Utilizing non-student days (summer vacation) for network upgrade to minimize the risk to education entities
• Retirement of JPEG/MPEG2 equipment in the shortest period of time possible
• A focus on high school sites as LB 1208 suggested
• Emphasis on areas with greatest chance of equipment failure
• Upgrade of entire infrastructure regions instead of ordering by date of contract expiration
• Trying not to exceed the capacity of the Education Innovation Fund for equipment reimbursement
• Reuse existing fiber infrastructure to sites and provide opportunities to upgrade 17 fiber-less high schools
• Preservation of regional distance education relationships and control of backbone traffic
• Input and approval from the Distance Education Council
